As a GC here in Cook County, Antonio's point on lime mortar is critical. If someone uses Portland cement or heavy waterproof coatings on common brick, the brick will spall and crumble in two winters. Keep it breathable.

Can we just use standard Drylok paint on the brick, or does that trap water in old historic brick?

Do NOT use standard latex Drylok on 1920s Chicago common brick. It traps hydrostatic water inside the soft historic brick matrix, causing winter freeze spalling where the brick faces pop off.

Use a breathable, silane-siloxane penetrating sealer or crystalline silicate barrier that allows vapor diffusion while blocking liquid water.
