we are first-time homebuyers under contract on a 1974 pier-and-beam home in south austin. our FHA appraiser did the crawl space head-and-shoulders inspection and flagged standing moisture, open dirt soil, and white powdery mold on the subfloor floor joists. the underwriter marked our loan as 'Suspended - Pending Environmental Clearance' under FHA MPR Section 4000.1. our interest rate lock expires in 12 days. the seller is willing to give a credit, but our loan officer said credits won't work — the work must be physically completed and re-inspected before closing. what exact work needs to be done to get the FHA underwriter to clear the suspension?

Direct Answer: FHA Section 4000.1 requires crawl space relative humidity below 55.0%, structural wood moisture equivalent (WME) below 14.0%, and a continuous minimum 6-mil (recommended 20-mil multi-ply) sealed vapor barrier covering 100% of exposed soil before underwriters can release loan funds.

FHA underwriters reject repair credits because federal Minimum Property Requirements (MPRs) govern structural safety and health. Financial concessions do not fix active biological decay on load-bearing floor joists.

To clear your FHA loan suspension within 3 to 5 business days, the seller must contract a certified remediation team to execute these exact steps:

  • 1. Subfloor Wood Joist Decontamination: Technicians HEPA-vacuum and abrasive-clean all floor joists, rim boards, and subfloor plywood, applying EPA-registered botanical antimicrobials.
  • 2. 20-Mil Reinforced Soil Encapsulation: Crews install heavy-duty 20-mil cross-laminated poly over dirt ground, overlapping seams by 12.0 inches, sealing edges with butyl mastic tape, and fastening 6.0 inches up foundation stem walls.
  • 3. Mechanical Drying: Commercial low-grain refrigerant (LGR) dehumidifiers run until structural timber moisture drops below 14.0% WME.
  • 4. FHA Re-Inspection & Compliance Form HUD-92051: The certified contractor issues a Certificate of Completion with date-stamped moisture logs, enabling the fee appraiser to sign FHA Compliance Inspection Report (Form HUD-92051).

sarah, your loan officer is 100% correct. on government loans (FHA/VA), lender underwriters will never allow a financial credit on the closing disclosure in lieu of mandatory MPR safety repairs.

have your buyer's agent draft an immediate Repair Amendment requiring the seller to hire a licensed IICRC remediation contractor within 48 hours. with 12 days left on your rate lock, you have plenty of time if work begins this week. the contractor should provide the itemized invoice and moisture clearance letter directly to the title company.

also make sure the remediation company provides before-and-after digital thermal photos of the crawl space joists. appraisers often do not like crawling all the way back under the house for the HUD-92051 re-inspection, so having a complete photo packet from a certified firm makes the sign-off instantaneous.
